What you’ll do -
* Conducts a variety of research, analysis and tax studies for management to determine the financial impact on the corporation involving: First Nations taxation, joint ventures with Independent Power Producers (IPP), the acquisition of transmission or distribution systems in new service areas etc.
* Reviews and evaluates property tax legislation and policies to determine their application and impact to BC Hydro; responds to queries and ad hoc requests requiring interpretation or explanation of taxation and assessment legislation; evaluates and determines the financial impacts of actual/proposed changes to legislation and policies; follows up to ensure BC Hydro complies with legislation regarding property taxation and assessments; liaises with municipal taxing authorities and BC Assessment regarding the interpretation and application of legislation unique to BC Hydro.
* Determines tax rates and local improvement levies to be used for grant calculations; determines grant exemptions and follows up to correct discrepancies with BC Assessment and taxing authorities; prepares, reviews and analyzes annual tax payment and grant payment schedules and presents to management for financial approval; reviews and analyzes assessment notices to ensure accuracy of tax codes, tax status and exemptions; applies for and ensures tax and grant refunds are collected; maintains tax and grant payment data in the Property Tax & Assessment System (PTA) database.
* Provides technical expertise and responds to information requests on issues such as: preparing reports on the tax and grant financial impact of new capital projects or retirement of existing assets including substations, transmission circuits, generating facilities, office buildings etc.; compiling, preparing information and providing advice on various tax/grant issues; ensures the accuracy of property tax/grant adjustments for property acquisitions and disposals.
* Develops and prepares various property tax and grant expense statements and financial schedules; reconciles GL control and expense accounts for school taxes and grants, payment data etc. and resolves related discrepancies; performs variance analysis and provides statements on actual versus planned expenses; provides assistance to external auditors on tax and grant payment entries and documentation.
* Develops, recommends and implements process improvements to accounting procedures to enhance productivity, efficiency and effectiveness; analyzes the property assessment base to allocate tax and grant expenses to the appropriate internal Business Groups; monitors and makes accounting adjustments for organizational changes that impact the internal trustee ownership of taxable assets.
* Prepares financial property tax and grant forecasts by Business Group; prepares monthly variance analysis; maintains and updates various related spreadsheets and databases.
* Provides technical assistance and direction on property tax and assessment related issues to other Properties division staff.
* Reviews and analyzes the operation of the PTA system to identify and resolve problems; maintains the integrity of the data in PTA and ensures the system is maintained for optimal operating efficiency.
* Performs duties of a minor nature related to the above duties that do not affect the rating of the job
What you bring –
* Knowledge of property taxation and assessment, legislative frameworks, property and asset valuation methods and techniques, tax calculation methods, financial accounting and reconciliation methods and techniques, business analysis and studies methods and techniques, report writing, and spreadsheet/database development and operation. Knowledge is typically acquired through completion of a university degree in Business Administration/Commerce that includes financial accounting courses or completion of the Diploma Program in Urban Land Economics or equivalent. Computer skills are typically acquired through use of various internal and external databases, applications and IT systems plus BC Hydro’s inhouse courses.
* A minimum of 2 years’ experience with property taxation and assessment matters preferably with a large industrial/utility firm with diverse and extensive property holdings or equivalent experience dealing with various real estate transactions, property valuations, land use issues and property law matters. Satisfactory performance on this job requires up to 2 additional years to acquire the specific knowledge and skills pertaining to the taxation of BC Hydro to perform the full scope of the job.

* Please note this role is classified as a Hybrid role under the flexible work model, which currently includes a mix of working from home and working in the office. At present, this role is expected to work in the office a minimum of two days per week however at times it could be more frequent due to operational requirements and does require flexibility.
