This opportunity for a Lead Systems Tester within the Payment and Registration I&IT Solutions Branch (PRSB) would support the testing of critical mainframe, mid-tier and cloud-based IT systems required to register eligible Ontarians for OHIP, including integration with ServiceOntario, Ontario Health, Medical Claims Payment System (MCPS) and the broader healthcare digital ecosystem.
The PRSB within the Health Services I&IT Cluster (HSC) is responsible for the development, sustainment, improvement and modernization of core I&IT solutions for the OHIP Program. These mission and business-critical solutions include registering eligible Ontarians for OHIP and associated health insurance-related programs, the medical claims payment to service providers and providing integration with ServiceOntario and external stakeholder (Ontario Health, Cancer Care Ontario, etc.) delivered systems. The HSC is accountable for developing, testing, and enhancing Ministry of Health/Ministry of Long-Term Care/HSC business I&IT solutions.

As a Lead Systems Developer/Tester, you will:
- Provide testing team leadership on small to medium sized I&IT projects and parts of larger projects.
- Serve as an expert member of a team in the testing of cost effective information technology solutions and services.
- Work with solution vendors and ministry stakeholders to coordinate the testing of technology solutions.
- Use your technical and system expertise to address client issues
- Have a good understanding of the OHIP Program and integration with ServiceOntario and OntarioHealth systems in order to assess client requirements, advise clients and review technical work
- You have proven knowledge of the mainframe, client/server, n-tier, cloud including batch and online transaction processing applications, Internet/Intranet applications, and corresponding testing software.
- You have demonstrated knowledge of I&IT technology (such as software, data, applications, middleware, and security), tools, techniques and methods (systems analysis, design, development, testing, implementation, installation, operations, capacity planning, performance and security management, DevOps pipelines) to support processes and solutions.
- You have proven knowledge of all phases of testing on mainframe, client/server, n-tier, microservice, internet/intranet and Cloud native applications including representative programming languages and tools (such as COBOL, JCL, Cognos, Java, HTML, XML and so forth)
- You have knowledge of relational database technologies, and retrieval packages using SQL and other query languages.
- You have proven knowledge of standard debugging and testing techniques at different levels (unit, integration, system, UAT, and so forth) including automated testing and performance testing.
- You have proven knowledge of industry-standard SDLC methodologies (such as DevOps, Agile, CI/CD, Rapid Application Development, Waterfall and Iterative) and other techniques (such as Service-Oriented Architecture, Software as a Service and other architecture and design patterns).
- You are able to design, develop and/or oversee development of complete system testing documentation, implement enhanced systems and recommend changes to existing test procedures..
- You have the ability to review and develop project plans and design proposed test strategies for reviews, and oversee the testing of programs, systems, user and operational documentation.
- You have proven interpersonal, consulting, conflict resolution, team building and client relationship management skills to discuss stakeholder I&IT program/service delivery needs, requirements, goals/objectives and priorities.
- You can assess business requirements and design to test mainframe, client/server, n-tier, and Cloud native I&IT solutions that are cost-effective and improve program/service delivery.
- You can determine all appropriate technical requirements, resources and cost estimates for testing business solutions/applications or significant components.
- You can, from a testing lead perspective, research, plan, analyze, and examine current and alternative technologies and solutions to ensure that ongoing technical, operational and service requirements are tested.
- You can schedule, monitor and evaluate testing work.
- You can make timely, appropriately researched, evaluated and innovative testing recommendations.
- You are able to lead small to medium sized teams and develop/maintain project plans, schedules, cost and resource estimates, and staff requirements.
- You can develop and recommend approval to implement HSC developed business solutions that meet quality standards; train/support business clients and support staff after implementation of new/modified solutions.
- You have the ability to understand and interpret client business environment and legislation such as Freedom of Information and Protection of Privacy Act (FIPPA), Accessibility for Ontarians with Disabilities Act (AODA) and Personal Health Information Protection Act (PHIPA).
- You have the ability to acquire knowledge of I&IT procurement practices, standards, policies and directives.
