The Fire Underwriter’s Survey (FUS) is a division of Opta. FUS was established as part of the Canadian Fire Underwriters’ Association (CFUA) in 1883. The group of engineers, technologists and analysts have evaluated and aggregated data on public fire protection infrastructure since its establishment. Job Description:
- Reporting to the Director, Engineering Technology & FUS (Fire Underwriters Survey), the incumbent will utilize their technical expertise to provide innovative solutions for continuous product improvement while supporting FUS in the development of the changes.
- The incumbent will be a subject matter expert for specific FUS and Municipal Consulting products, including but not limited to, fire insurance grades, management science (emergency resource deployment) and GIS spatial analytics. The incumbent will be responsible for conducting research and analysis and documenting business process improvement opportunities and/or business requirements.
- Key responsibilities of this role are analysis and solution definition, technical recommendation, testing and project execution. The incumbent will proactively identify and recommend opportunities for improvement and implement change. The incumbent will be required to acquire the knowledge, expertise and understanding of Opta services in order for successfully completion of projects. The incumbent will work closely with FUS and IT ensuring all changes are effectively implemented and aligned with the operations team’s business plan.
Responsibilities:
- Develop methodology and architecture for fire insurance grade maps by maintaining and developing the system for various GIS
- Develop, plan and implement GIS applications software for the system users and operators.
- Design and develop GIS database models and templates.
- Integrates GIS elements with other technology for marketing and web-based communications
- Respond to difficult inquiries from end-users, developers and customers
- Assist in analyzing, testing and resolving production problems
- Assists in writing procedures for utilizing GIS software and applications
- Produce fire insurance grade maps by utilizing best available data, determine application areas of fire insurance grades to be used by insurers across Canada.
- Develop and analyze data for municipal consultants, produce maps to support municipal level decision making around deployment of emergency services for fire, ambulance and police.Identify and recommend opportunities for improvement and implement change.
- Assist Business Unit Leader in developing tactical and strategic product, services and/or programs to support the business unit goals.
- Analyze the business unit activities and trends and compare analysis against the service standards and best practices. Present findings and work with the Business Unit Leader and other personnel to identify and implement strategies that will address tactical and strategic goals.
- Become a subject matter expert on specific FUS and Municipal Consulting products, including but not limited to, fire insurance grades, management science (emergency resource deployment) and GIS spatial analytics. Work with development and business personnel to develop and execute plans to test and validate systems/applications and business requirements, including developing user documentation, first draft of training materials, manual updates, and field communications
Qualifications
- Minimum Bachelor’s degree in Computer Science, GIS or related field
- 5 years' experience using ArcGIS Desktop (ArcMap and ArcCatalog) and ArcGIS Pro.
- 3 years' experience working with ArcGIS Server.
- 3 years' experience using Python scripts and Arcpy.
- Post-graduate degree in GIS would be an asset
- Excellent understanding in the areas of: GIS programming (including python/R and other languages); GIS database design.
- Understands various geospatial data types and coordinate systems.
- Strong knowledge of ESRI ArcGIS and Analyst extension.
- Project Management skills and demonstrated ability to deliver results.
- Business writing skills that focus on clear and concise communications.
- Ability to deliver high quality work under pressure.
- Proven ability to positively interact with all levels within the organization.
- Good working knowledge of Microsoft Office and excellent computer skills
- Knowledge of Canadian governance architecture (at all levels) an asset
