Position Title: Housing & Facilities Coordinator

Housing & Facilities Coordinator, 35 hours per week. Full Time. This is an onsite position. This position will fall under the collective agreement between the Community Social Services Bargaining Association of Unions (CSSBA) and Community Social Services Employers’ Association (CSSEA). The position will fall under the conditions of employment as a member of the BC General Employees’ Union (BCGEU).
Overview: Kiwassa Neighbourhood House grows a welcoming and inclusive community in the vibrant Hastings-Sunrise and Grandview-Woodland neighbourhoods of East Vancouver, Located on the traditional, unceded and occupied territories of the Skwxwú7mesh (Squamish), Səlílw̓ətaʔ/Selilwitulh (TsleilWaututh), and xʷməθkwəyə̓ m (Musqueam) Nations.
Job Summary: Coordinates housing and facilities planning and maintenance, including management of family social housing programs, funding, and vendor relationships for 2 residential buildings (23 units and 33 units) and Kiwassa Neighbourhood House. Ensures occupancy, security, maintenance and cleanliness of all facilities. The Housing & Facilities Program Coordinator supervises the Facilities and Maintenance Caretaker, contractors, and reports to the Director of Operations.
The key responsibilities for this role include:
- Build positive relationships and sense of community with tenants and Kiwassa programs, partners, staff and volunteers.
- Screen tenants, respond to enquiries, and maintain a current wait-list of applicants seeking social housing.
- Drafts and implements property maintenance and capital planning plans.
- Establishes, monitors and carries out preventative maintenance procedures and schedules for buildings, equipment and grounds.
- Ensures buildings, grounds and equipment meet BC Housing standards and all safety, security and fire regulations and policies are met.
- Respond to building concerns as they arise, conduct annual building and suite inspections, prepare scope of work and work orders to address identified maintenance issues, and supervise the work of facilities staff and contractors.
- Ensure turn-over of vacant apartments in a timely fashion, recruit external contractors and arrange for work.
Duties and Responsibilities:
- Direct, oversee, and evaluate the work of the Facilities and Maintenance Caretaker and contractors.
- Work with Kiwassa staff to identify building maintenance and improvement priorities.
- Complete the Tenant Annual Review for subsidized housing units as mandated by BC Housing.
- Assist with preparing the annual Housing and Facilities workplan and budget. Provide record keeping and accounting for funds in line with BC Housing guidelines.
- Contact external contractors and trades people to obtain quotes/tenders, receive estimates of labour and material costs, and arrange for repairs and maintenance work within budget and BC Housing guidelines.
- Monitor work carried out by contractors.
- Ensure Replacement Reserve planning and spending follows BC Housing and Kiwassa e Replacement Reserve planning and spending follows BC Housing and Kiwassa policies.
- Track rental payments and monitor compliance with tenancy agreements and housing policies and procedures.
- Provide monthly reports and coordinate budgets with senior management.
- Meet the terms and conditions of funding contracts and agreements.
- Maintain confidential records and tenant files, prepare reports for supervisor and funders.
- Keep up to date on current trends in facilities and property management, social housing, residential tenancy legislation and other relevant fields.
- Participate as a member of Kiwassa’s Health & Safety Committee
- Seek opportunities to improve quality and availability of Kiwassa’s social housing portfolio.
- Participate in ongoing professional development.
- Perform other duties as assigned.
Reporting Relationships
The position reports to the Director of Operations
Qualifications
Thorough understanding of the principles and practices of residential property management services, in particular, relating to affordable housing delivery.
Education and Knowledge
- Diploma in a related field
- Valid first aid certificate
Training and Experience
- Three (3) years’ experience working in a property management environment (e.g. in social housing) including direct experience working in and with construction trades/maintenance and in conducting building and project inspections, and one (1) year supervisory experience
- Or an equivalent combination of education, training, and experience

Salary: JJEP Grid Level 14, Step 1, $33.77/ hour
