Our client, a well-established nonprofit organization, seeking a highly skilled payroll professional to join their team on an initial 6-month contract based in Vancouver. This role is responsible for processing payroll and managing exception time related to leaves, allowances, and additional hours for all employees. It ensures accurate and timely processing of all payroll functions in compliance with organizational, union, and governmental policies, terms, and regulations.
Key Responsibilities:
- Process adjustments for hourly earnings, benefits, and taxes, including overtime, unpaid leaves, allowances, and prior period adjustments.
- Verify and record leave time, including vacation, personal, and sick leave, following policies and collective agreements.
- Conduct bi-weekly audits of employee time entries to ensure compliance with organizational and union policies.
- Maintain and update flexible work schedules in the HR system, coordinating renewals with HR.
- Set up employee profiles, tax panels, benefits, leave banks, allowances, and deductions in HR systems for new hires and rehires.
- Validate HR-provided information for accuracy and compliance with organizational financial authority.
- Manage updates to employee information, such as garnishments, address changes, and benefit plan adjustments.
- Administer changes to leave plans based on role transitions, such as union to non-union positions.
- Track employee anniversaries and adjust allowances, step increases, and special benefits as required.
- Calculate and record overtime for employees based on legislative or collective agreement rules.
- Administer unpaid leaves, including benefits and financial arrangements for maternity/parental leave top-ups.
- Manage graduated return-to-work schedules and associated hours, ensuring compliance with agreements.
- Create employee profiles in the HR system, including setting up work groups, time codes, and schedules.
- Configure and test new payroll earnings and deduction codes within the HR system.
- Train employees and managers on payroll processes, including time and attendance systems.
- Prepare records of employment, calculating required data such as hours and entitlements.
- Process off-cycle payroll adjustments, including terminations, leaves, and severance payouts.
- Calculate and recover overpayments in coordination with current or former employees.
- Manage employee terminations in HR systems, reconciling final leave balances and recovering outstanding payments.
- Process termination of employees within pension plan databases.
- Calculate and process retroactive pay adjustments.
- Reconcile statutory and benefit deductions against provider invoices.
- Analyze and recover outstanding employee receivables.
- Generate and distribute leave entitlement reports.
- Address negative leave balances with employees and managers.
- Provide payroll support to HR and management, including guidance on payroll legislation.
- Issue paychecks and statements of earnings and deductions.
- Stay informed on changes in payroll tax and deduction laws.
- Assist in developing payroll procedures and documentation.
- Conduct reviews of T4 data and ensure accurate year-end reconciliation and reporting.
- Respond to payroll inquiries and provide required information to internal and external stakeholders.
- Maintain effective relationships with internal teams, service providers, and government agencies.
- Process payroll for board members, including setup and termination within the system.
- Provide pay information to board members and coordinate with the governance team on role changes.
- Manually review year-end CPP reporting for board members to ensure compliance with regulations.
- Create bi-weekly journal entries for payroll-related transactions and liaise with accounting for ledger updates.
- Coordinate system changes with financial analysts and support teams.
- Investigate HR and financial system data flow issues.
- Administer position end dates in accordance with compensation team input.
- Participate in meetings to provide payroll-related support and information.
- Maintain employee payroll files.
- Manage payroll inquiries via email, responding promptly.
- Provide training and support to team members as needed.
- Perform other related duties as assigned.
Qualifications
- Completion of secondary education or equivalent combination of training and experience.
- Canadian Payroll Association PCP certification is an asset.
- At least two years of experience in payroll processing.
- Experience in working with community-based organizations is preferred.
- Familiarity with Microsoft Office, including Excel and Word.
- Experience with union payroll and time and attendance systems is an asset.
Knowledge and Skills:
- Understanding of payroll practices, legislation, and the Employment Standards Act.
- Knowledge of accounting and payroll principles.
- Experience with PeopleSoft (Oracle) Canadian Payroll is preferred.
- Physical capability to perform job duties.
