As the Project Director for Internal Corporate Services in the Corporate Real Estate Management Division, reporting to the Director of the Project Management Office, you will lead the strategic delivery of major projects within a portfolio of vertical construction projects valued over $25M. Your role will involve building and nurturing relationships with both internal and external stakeholders, ensuring a focus on customer excellence and leadership. Additionally, you will provide strategic direction, leadership, and oversight to ensure the successful planning and execution of all project delivery phases. This is a three year contract with the possibility of moving into a permanent status.
Major Responsibilities:
- Develops, designs, and implements functional policies and programs that impact overall business performance based on long-term needs. Contributes to the continuous improvement of divisional performance through the analysis and development and implementation of sound management practices and procedures, provides program management staff with direction and guidance, processes, and tools to increase efficiencies and improve effectiveness of the services provided by this section.
- Directs, through subordinate management staff, all activities of the section, delegating management responsibility.
- Leads and motivates a diverse workforce, ensures effective teamwork, provides resolution to controversial labour relations issues, ensures high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Leads, motivates, and manages project teams, applying sound project management methodologies including full work plans, timelines, and deliverables.
- Leads and supports the PMO Director and CREM Executive Director on key strategic and/or corporate initiatives, including assessments, planning, implementing, and evaluating strategic and operational plans.
- Develops, recommends, and administers the annual budget for the section, and ensures expenditures are controlled and maintained within approved budget limitations.
- Provides updates and reports on project status, issues, and key deliverables.
- Responsible for implementing key Cluster or corporate-wide initiatives and driving alignment for these initiatives amongst senior leaders.
- Negotiates and builds relationships, working in close collaboration with executives, senior management, clients, and various stakeholders across the organization, often with competing and conflicting goals, objectives, and priorities to resolve critical strategic and operational issues and deliver on major project objectives while ensuring that both City and business priorities are met.
- Synthesizes complex strategic problems into clear action plans and ensures execution for success.
- Directs and ensures successful project planning, design, development and implementation of large-scale multi-division, multi-year transformational projects according to the City's governance process, City policies, and project management practice.
- Leads high-level strategic projects, cross-functional, or multi-divisional teams in driving strategic efforts for the development and implementation of strategies and for assembling and managing tools and resources necessary to support the transformation.
- Drives results, defines outcomes, and ensures that the strategy is executed successfully to change business outcomes.
- Conducts research and analysis (e.g., financial, strategic, operational, organizational) and interviews with internal and external sources.
- Utilizes advanced project management skills to provide executive management with the necessary information for selecting, prioritizing, and redirecting appropriate projects given organizational goals, estimated resource requirements, determining resource availability.
- Drives corporate strategy development and works with senior leaders, executive sponsors, Steering.
- Committees and all stakeholders to help uncover and address strategic business opportunities and reach project goals.
- Prepares reports to City Executives and Committees of Council, ensuring a high-quality product.
- Prepares and provides updates and reports on initiatives including project status, issues, deliverables and milestones to the DCM and Steering Committees.
- Anticipates, identifies, and manages emerging issues and challenges. Evaluates potential technologies, tools and implementation strategies that are flexible and responsive to evolving and changing needs that will benefit the organization. Implements solutions and monitors/evaluates results.
- Oversees, or manages directly, contract development and negotiations with consultants.
- Implements quality assurance/quality control procedures, authorizes payments, and recommends additional payments in accordance with the City's financial authority and by-laws or contract terms.
- Designs/communicates and presents key strategic initiatives clearly and effectively, providing expert advice and guidance to Committees of Council, executive management, superiors, peers and subordinates, partners and advisors, and customers/users, ensuring that a productive and professional environment is maintained.
- Develops an effective communication strategy in conjunction with Strategic Communications for all key deliverables within assignment.
- Oversees, participates in, or supports recruitment selection, labour relations issues, performance review, training, and supervision of assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning, and innovation.
- Effectively directs/influences area(s) of responsibility, by motivating, training, and developing a diverse group of staff members from across the organization to provide desired strategic and operational outcomes. Serves as a trusted advisor to initiative owners.
- Fosters the development of an organizational culture that focuses on delivering exceptional customer service.
- Develop the team's mentality for customer service and client excellence while dealing with client portfolio.
Key Qualifications:
- Post-secondary education in Engineering or Architecture, or an equivalent combination of education and/or related experience. Project management Profession certification (PMP) will be considered an asset.
- Considerable experience managing, leading, coaching, developing and motivating staff in the delivery of a major change initiative.
- Considerable experience leading complex projects with demonstrated achieved objectives on large-scale (divisional and/or organizational) transformational initiatives with emphasis on organizational strategic direction, financial, procurement and risk management.
- Considerable experience working with executives, internal clients sponsors and senior management teams across the organization to meet divisional and organizational objectives while maintaining effective relationships.
- Considerable experience directly and indirectly managing business teams and resources (operational managers, project managers, staff, contractors, and vendors) for the development of business solutions to achieve corporate objectives.
- Considerable experience in contract negotiations and managing contracts from inception to closure, including Requests for Proposals (RFPs) and Sole Source Requests.
- Superior analytical and well-developed human relations skills with an exceptional ability to communicate both verbally and in writing, negotiate persuasively and effectively, and forge solid internal relationships.
- Proven ability to exercise discretion, with a high degree of initiative and creativity in problem solving.
- Highly effective presentation skills with internal and external stakeholders.
- Knowledge of, current and emerging City-wide strategic initiatives.
- Demonstrated political acumen, judgement, and insight.
- Familiarity with relevant employment legislation including Employment Standards Act, Human Rights, Act, Occupational Health & Safety Act and WHIMS, etc.
- Must possess and be able to maintain a valid Province of Ontario Class “G” Driver’s License and the ability to obtain a City driver’s permit.
- Highly developed interpersonal and communication skills, with the ability to creatively problem solve and build effective working relationships with a variety of stakeholders including various political levels, communities, advocates, staff and media.
Ability to handle multiple tasks concurrently with shifting priorities and firm deadlines.
