Summary
Responsibilities
The Assistant Planning Analyst undertakes basic research and analysis, providing technical input into transportation planning functions through the analysis of data using database and other analytical software packages. Supports TransLink’s Planning and Policy Division by assisting with the technical and administrative support of transportation-related databases and analytical tools. Prepares supporting maps for use at meetings, in published documents and on TransLink’s website. Processes and creates digital cartographic files from a variety of source data including the conversion and reconciliation of spatial data.
Duties And Responsibilities
Undertakes research and analysis and provides technical input into transportation planning functions using database and other analytical packages by:
Analyzing and researching trends related to planning issues, demographics, employment, and travel behaviour. Supporting the development of methodologies, data sources, and techniques to be utilized in the conduct of planning analysis, planning studies, and survey research projects under the guidance of senior team members;
Assisting project teams in preparing data for analysis and research for various transportation planning studies;
Supporting the exchange of data and providing information to other government agencies and the private sector, on data requests and analysis with a focus on spatial representation of planning information;
Assisting in the design of data collection surveys and coordinating the activities of survey/project participants under the direction of senior staff;
Helping prepare reports on research and analysis projects for presentation to other planning staff;
Supporting planning and engineering staff on analytical and data projects related to the Regional Transportation Model and network, including linking the transportation model output and overlaying into GIS;
Using expertise in a variety of programming languages (Python, SQL) and tools (FME) to query databases, APIs, and automate processes;
Participating in all phases of GIS work related to transportation planning and research projects, which includes assessing the accuracy of GIS data, integrating GIS software, spatial data and relevant
applications, developing database designs and documenting database-related production processes;
Helping to establish and maintain effective working relationships with a variety of internal and external contacts by coordinating transportation planning and research activities.
Provides technical and administrative support to the TransLink Planning and Policy division by:
Assisting in the development and ongoing maintenance of spatial and non-spatial transportation databases for the Planning Division.
Supporting the design and implementation of GIS program advancements under the guidance of senior staff.
Assisting in developing and recommending policies, procedures, and standards for database development and maintenance, modeling, metadata, geocoding, cartographic images, data management, and other aspects of the GIS program.
Programming in various languages and applications (e.g., Python, SQL, FME) to help establish and advance enterprise GIS and related spatial databases in planning applications. Responding to data requests from internal and external clients as needed.
Prepares supporting maps for use at meetings, in published documents, and on TransLink’s website.
Processes and creates digital cartographic files from various source data, including the conversion and reconciliation of spatial data.
Performs related duties as assigned, which may include tasks of a minor nature that do not significantly affect the value of the job.
Education
Qualifications
Requires completion of a university degree in Urban Planning, Transportation Planning, Transportation Engineering, Geography, or a related discipline, with an emphasis on demography, statistics, analytical techniques, programming skills, transportation systems and planning, and geographical information systems.
Experience
Minimum of one (1) year experience either in a transportation planning environment or other similar environment, plus having a sound knowledge of GIS, computer technology, database management, programming languages, and their relevant application and the ability to perform detailed analytical and research tasks. A further period of up to one (1) year is required on the job to become familiar with TransLink business operations, planning processes and relevant policies and procedures.

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.
Work Schedule
37.5 hours per week.

This position offers the flexibility of working both on-site and remotely within B.C.
Rate of Pay
Salary $6,694 - $8,048 per month (Actual salary offered will be commensurate with education, experience and internal parity).
